My name is Antoniu TUDOR, I have a PhD in Administrativ Law at the University of Lille (France), and my thesis is about “The territorial decentralization in Romania in the light of its administrative history since 1859. Between rupture and continuity“. I am passionate about public administration in general but especially about local public administration.

I’m born in 1987 in Floreşti, Ţȃnţăreni, Gorj County, Romania. My father, Matei is a orthodox priest and my mother Elena is a teacher. I am married to Luminița a Safety and Quality in Care Practices Specialist and we have 2 children: Raphael – born in 2015 and Clara in 2021 .

my professional experience

I am a dynamic professional with a PhD in Public Law, and I have built my career across a range of international institutions, focusing on law, education, and research. Originally from Romania, I have had the privilege of practicing law in both Belgium and France, where I am a member of the Brussels Bar and Lille Bar, respectively. My passion for law has led me to collaborate with PRO-LEX, a well-known law firm in Belgium, where I provide legal expertise across various sectors.

In parallel to my legal practice, I am a dedicated educator, currently serving as a temporary teaching assistant at the University of Lille. Here, I lecture on European law, regional policies, and fundamental rights. Over the years, I have taught numerous courses, including French Public Service Law and Major Legal Systems, sharing my insights with students and shaping the next generation of legal professionals.

My career also extends into the public sector, where I have served as a Senior Legal Advisor for the Romanian Government in the Department for Romanians Everywhere, and I have held similar roles within the Bucharest Municipality Prefecture. In these positions, I was deeply involved in shaping legal frameworks and offering strategic advice on legislative matters impacting the Romanian diaspora.

I’ve also had the opportunity to contribute to the European Commission, working as an Assistant at the Directorate General of the Environment. In this role, I supported the Commission’s decisions on environmental law and worked closely with Member States, particularly Romania, to ensure compliance with EU regulations on issues like air quality and waste management. This experience honed my skills in navigating complex EU legal structures and contributed to my expertise in environmental law.

Another key milestone in my career was my traineeship at the Romanian Embassy in Belgium, where I gained firsthand experience in diplomacy and international relations. I supported consular services and contributed to fostering relations between Romania and Belgium, further broadening my international perspective.

Fluent in English, French, and Romanian, I’ve been able to navigate and contribute to various international platforms, from legal advisory roles to academic research. My publications reflect my diverse interests, and I’ve co-authored several works, including “Decentralization in Romania since 1859”, and contributed to legal reviews and comparative studies of public administration.

Whether I’m in the courtroom, at a lectern, or contributing to government policy, I’m passionate about using my legal expertise to drive meaningful change. I’m proud of my contributions across multiple fields, and I’m always looking for new ways to bridge the gap between legal theory and practical application.
